The Special Education Task Force
SEEK holds positions on special education matters that impact students with disabilities in Connecticut and creates Bills on important matters that require change.
The Select Committee on Special Education has proposed an 11th-hour bill that would abolish special education out-of-district placements as we know them. Please read the SEEK Summary below about raised bill 7277.
The deadline to register to testify in person or virtually, or to submit written testimony, is
3 pm on Sunday, April 20, 2025.
The hearing is on Monday, April 21, 2025.
SEEK's Legislative Committee is fully committed to proving how this law will damage the most vulnerable students and eventually force special education schools to shutter their doors.
But without your voice, SEEK’s voice is not loud enough. This is an urgent matter and requires all hands on deck!
We urge you to submit your written testimony as soon as possible or sign up for in-person or remote testimony before the deadline at 3 pm on Sunday, April 20, 2025.

DownloadThe Connecticut Legislature created a Task Force to study special education services and funding.
It is chaired by Andy Feinstein, a parent attorney and founding member of SEEK, Fran Rabinowitz, the Executive Director of the Superintendents' Union (CAPSS), and Michelle Laubin, an attorney that represents school boards.
Here are the findings.
SEEK of CT is a social welfare organization, organized under section 501(c)(4) of the Internal Revenue Code. Donations to 501(c)(4) organizations are not tax-deductible for the individual or corporation making the donation. 501(c)(4) organizations are required to disclose certain information publicly, although we are not required to disclose the name and address of any contributor to the organization. Under this statute, we are permitted to lobby extensively and to participate in political activity in support of or opposition to candidates for office, as long as such election activities are not our primary activity
